Or, is the social media platform neglecting its promises?<\/p>\n<p>Facebook <a href=\"https:\/\/ec.europa.eu\/digital-single-market\/en\/news\/roadmaps-implement-code-practice-disinformation\">promised European lawmakers<\/a> and users it would increase the transparency of political advertising on the platform to prevent abuse during the elections. But in the very same breath, they took measures to <a href=\"https:\/\/www.propublica.org\/article\/facebook-blocks-ad-transparency-tools\">block access to transparency tools<\/a> that let users see how they are being targeted.<\/p>\n<p><b>With the 2019 EU Parliamentary Elections on the horizon, it is vital that Facebook take action to address this problem. So today, Mozilla and 37<\/b><b> <\/b><b>other organizations \u2014 including Access Now and Reporters Without Borders \u2014 are <a href=\"https:\/\/foundation.mozilla.org\/en\/campaigns\/eu-misinformation\/\">publishing an open letter to Facebook<\/a>.<\/b><\/p>\n<p>\u201cWe are writing you today as a group of technologists, human rights defenders, academics, journalists and Facebook users who are deeply concerned about the validity of Facebook\u2019s promises to protect European users from targeted disinformation campaigns during the European Parliamentary elections,\u201d the letter reads.<\/p>\n<p>\u201cPromises and press statements aren\u2019t enough; instead, we\u2019ll be watching for real action over the coming months and will be exploring ways to hold Facebook accountable if that action isn\u2019t sufficient,\u201d the letter continues.<\/p>\n<p>Individuals may sign their name to the letter, as well. Last year, Facebook signed the EU\u2019s <a href=\"https:\/\/ec.europa.eu\/digital-single-market\/en\/news\/roadmaps-implement-code-practice-disinformation\">Code of Practice on disinformation<\/a> and pledged to increase transparency around political advertising. But since then, Facebook has made political advertising <i>more opaque<\/i>, not more transparent. The company recently <a href=\"https:\/\/www.propublica.org\/article\/facebook-blocks-ad-transparency-tools\">blocked access<\/a> to third-party transparency tools.<\/p>\n<p>Specifically, our open letter urges Facebook to:<\/p>\n<ul>\n<li>Roll out a functional, open <a href=\"https:\/\/newsroom.fb.com\/news\/2018\/08\/introducing-the-ad-archive-api\/\">Ad Archive API <\/a>that enables advanced research and development of tools that analyse political ads served to Facebook users in the EU<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li>Ensure that all political advertisements are clearly distinguished from other content and are accompanied by key targeting criteria such as sponsor identity and amount spent on the platform in all EU countries<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li>Cease all harassment of good faith researchers who are building tools to provide greater transparency into the advertising on Facebook\u2019s platform.<\/li>\n<\/ul>\n<p>To safeguard the integrity of the EU Parliament elections, Facebook <i>must<\/i> be part of the solution. Users and voters across the EU have the right to know who is paying to promote the political ads they encounter online; if they are being targeted; and why they are being targeted.<\/p>\n<hr \/>\n<h2><b>The full letter<\/b><\/h2>\n<div class=\"rich-text\">\n<h5>Dear Facebook:<\/h5>\n<p>We are writing you today as a group of technologists, human rights defenders, academics, journalists and Facebook users who are deeply concerned about the validity of Facebook\u2019s promises to protect European users from targeted disinformation campaigns during the European Parliamentary elections. You have <a href=\"https:\/\/ec.europa.eu\/digital-single-market\/en\/news\/roadmaps-implement-code-practice-disinformation\" target=\"_blank\" rel=\"noopener noreferrer\">promised European lawmakers<\/a> and users that you will increase the transparency of political advertising on the platform to prevent abuse during the elections. <b>But in the very same breath, you took measures to<\/b> <a href=\"https:\/\/www.propublica.org\/article\/facebook-blocks-ad-transparency-tools\" target=\"_blank\" rel=\"noopener noreferrer\"><b>block access to transparency tools<\/b><\/a> <b>that let your users see how they are being targeted.<\/b><\/p>\n<p>In the company\u2019s recent <i>Wall Street Journal<\/i> op-ed, Mark Zuckerberg wrote that the most important principles around data are <b>transparency<\/b>, <b>choice<\/b> and <b>control<\/b>. By <a href=\"https:\/\/www.theguardian.com\/technology\/2019\/jan\/27\/facebook-restricts-campaigners-ability-to-check-ads-for-political-transparency\" target=\"_blank\" rel=\"noopener noreferrer\">restricting access to advertising transparency tools<\/a> available to Facebook users, you are <b>undermining transparency<\/b>, <b>eliminating the choice of your users<\/b> to install tools that help them analyse political ads, and <b>wielding control over good faith researchers<\/b> who try to review data on the platform. Your <a href=\"https:\/\/www.facebook.com\/ads\/archive\/?active_status=all&amp;ad_type=political_and_issue_ads&amp;country=US\" target=\"_blank\" rel=\"noopener noreferrer\">alternative<\/a> to these third party tools provides simple keyword search functionality and does not provide the level of data access necessary for meaningful transparency.<\/p>\n<p>Actions speak louder than words. That\u2019s why you must take action to meaningfully deliver on the <a href=\"https:\/\/ec.europa.eu\/digital-single-market\/en\/news\/roadmaps-implement-code-practice-disinformation\" target=\"_blank\" rel=\"noopener noreferrer\">commitments made to the EU institutions<\/a>, notably the <a href=\"https:\/\/newsroom.fb.com\/news\/2019\/01\/european-parliament-elections\/\" target=\"_blank\" rel=\"noopener noreferrer\">increased transparency that you\u2019ve promised<\/a>. Promises and press statements aren\u2019t enough; instead, we need to see real action over the coming months, and we will be exploring ways to hold Facebook accountable if that action isn\u2019t sufficient.<\/p>\n<p><b>Specifically, we ask that you implement the following measures by 1 April 2019 to give developers sufficient lead time to create transparency tools in advance of the elections:<\/b><\/p>\n<ul>\n<li><b>Roll out a functional, open<\/b> <a href=\"https:\/\/newsroom.fb.com\/news\/2018\/08\/introducing-the-ad-archive-api\/\" target=\"_blank\" rel=\"noopener noreferrer\"><b>Ad Archive API<\/b><\/a> <b>that enables advanced research and development of tools that analyse political ads served to Facebook users in the EU<\/b><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li><b>Ensure that all political advertisements are clearly distinguished from other content and are accompanied by key targeting criteria such as sponsor identity and amount spent on the platform in all EU countries<\/b><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li><b>Cease harassment of good faith researchers who are building tools to provide greater transparency into the advertising on your platform<\/b><\/li>\n<\/ul>\n<p>We believe that Facebook and other platforms can be positive forces that enable democracy, but this vision can only be realized through true transparency and trust.
