I can still remember approaching our neighborhood polling place with a drooping flag outside the entrance, the smell of coffee and donuts to fuel the poll workers for their long shifts, and the sound of the curtain as it closed to protect the privacy of the voter. It was a sacred ritual that felt both exciting and important.<\/p>\n<p>Voting is still a sacred, important ritual to me. Yet, everything leading-up to elections (if there is even a \u201clead-up\u201d period anymore) has changed dramatically. These days, preparing to fill out a ballot feels like an endurance test that includes watching hours of debates and candidate bloopers, making your way through mountains of digital news coverage on every moment of the campaign, and beating back misinformation attacks. I love getting the \u201cI Voted\u201d sticker when I\u2019m done, but I really feel like I deserve a medal.<\/p>\n<p>With all of this effort, you\u2019d hope Americans will show up for the midterm elections better informed than ever before &#8212; right?<\/p>\n<h2><b>Getting informed online isn\u2019t easy<\/b><\/h2>\n<p>Anyone who spends time on YouTube, Twitter, or elsewhere online knows that finding the truth isn\u2019t always easy. The journalist Chris Hayes <a href=\"https:\/\/twitter.com\/chrislhayes\/status\/1037831503101579264\">recently provided<\/a> an apt example:<\/p>\n<blockquote class=\"twitter-tweet\" data-lang=\"en\">\n<p dir=\"ltr\" lang=\"en\">It is, perhaps not surprisingly, conspiratorial quackery.<\/p>\n<p>Once you view that, the algorithm also then suggests this on the sidebar:<\/p>\n<p>&#8220;What You&#8217;re Not Supposed to Know About America&#8217;s Founding&#8221; (863,00 views)<a href=\"https:\/\/t.co\/anOLNuPJGF\">https:\/\/t.co\/anOLNuPJGF<\/a><\/p>\n<p>\u2014 Chris Hayes (@chrislhayes) <a href=\"https:\/\/twitter.com\/chrislhayes\/status\/1037831506314448896?ref_src=twsrc%5Etfw\">September 6, 2018<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>Scenarios like the one Chris Hayes describes happen all the time. On today\u2019s web, misinformation can abound, algorithms can promote false content, and filter bubbles can form fast. It\u2019s the result of a model that prizes engagement over what\u2019s truthful or what\u2019s right. As a result, people are misled and misinformed about the Federal Reserve &#8212; but also about countless other institutions and issues.<\/p>\n<p>For this reason, technology has had an outsized impact on recent elections &#8212; and will again in the midterms. It starts with an age-old invention: falsehood (also see: misinformation, disinformation, propaganda, or \u201cfake news.\u201d) Misinforming voters is hardly a new tactic. But a digital ecosystem that spreads, amplifies, and reinforces this misinformation <i>is<\/i> new. My colleague and Mozilla Fellow <a href=\"https:\/\/twitter.com\/noUpside\">Ren\u00e9e DiResta<\/a> recently <a href=\"https:\/\/www.wired.com\/story\/creating-ethical-recommendation-engines\/\">wrote<\/a> about this phenomenon for WIRED. Ren\u00e9e starts by sharing an anecdote similar to Chris Hayes\u2019: After conducting research online, her Pinterest feed was quickly commandeered by polemic and conspiratorial memes.<\/p>\n<p>Ren\u00e9e writes: \u201cRecommendation engines are everywhere, and while my Pinterest feed\u2019s transformation was rapid and pronounced, it is hardly an anomaly. BuzzFeed recently reported that<a href=\"https:\/\/www.buzzfeed.com\/craigsilverman\/how-facebook-groups-are-being-exploited-to-spread?utm_term=.rx1Z6RJVze#.jdq0qRLVan\"> Facebook Groups nudge people toward conspiratorial content<\/a>, creating a built-in audience for spammers and propagandists. Follow one ISIS sympathizer on Twitter, and several others will appear under the \u2018Who to follow\u2019 banner.\u201d<\/p>\n<p>Ren\u00e9e has turned up countless similar examples in her research &#8212; like the <a href=\"https:\/\/www.wired.com\/story\/the-complexity-of-simply-searching-for-medical-advice\/\">proliferation<\/a> of dangerous anti-vaccine content on Google &#8212; and she recently <a href=\"https:\/\/www.wired.com\/story\/misinformation-disinformation-propaganda-war\/\">testified<\/a> before the Senate about how foreign actors use social media to manipulate U.S. elections. Ren\u00e9e is in a vanguard of technologists and activists calling attention to these issues.<\/p>\n<p>(Aside: Ren\u00e9e appeared in the season 2 IRL podcast episode \u201c<a href=\"https:\/\/irlpodcast.org\/season2\/episode7\/\">Ctrl+Alt+Facts<\/a>\u201d &#8212; you should definitely listen.)<\/p>\n<p>Of course, dangerous algorithms are just one challenge on today\u2019s internet. Mass surveillance and mass data collection are also threats to fair elections (not to mention privacy). The Facebook-Cambridge Analytica scandal earlier this year made this perfectly clear. And bots can <a href=\"https:\/\/irlpodcast.org\/season2\/episode1\/\">sow<\/a> discord and influence politics, too.<\/p>\n<h2><b>How do we fix the internet?<\/b><\/h2>\n<p>So how do we address not just the symptom (imperiled elections), but the root problem &#8212; an internet that rewards falsehoods and hyperbole?<\/p>\n<p>First comes acknowledging the problem &#8212; that\u2019s why it\u2019s so heartening to see Ren\u00e9e\u2019s research shared widely. It\u2019s also heartening to see technology executives held accountable. Earlier this month, Twitter\u2019s Jack Dorsey and Facebook\u2019s Sheryl Sandberg visited the Hill for hearings, and lawmakers asked important questions about misinformation. Our awareness is growing and so is the call for solutions.<\/p>\n<p>When it comes to developing solutions, there are promising steps in the right direction. In the EU, the GDPR (General Data Protection Regulation) <a href=\"http:\/\/www.bbc.co.uk\/programmes\/articles\/4P3RRQ40kgd4g1yFp09qCxZ\/can-the-gdpr-protect-non-europeans-data-too\">puts<\/a> individual users in control of their personal data, which enhances privacy and cuts down on invasive microtargeting. In New York City, lawmakers are <a href=\"https:\/\/gizmodo.com\/nyc-launches-task-force-to-study-how-government-algorit-1826087643\">convening<\/a> an algorithmic task force &#8212; essentially an oversight committee for the lines of code that carry out city services. And there are bills in Congress that would make political ads online more transparent.<\/p>\n<p>(There are also helpful tools being developed by civil society &#8212; like Citizen Lab\u2019s <a href=\"https:\/\/securityplanner.org\/\">Security Planner<\/a> and Mozilla\u2019s <a href=\"https:\/\/addons.mozilla.org\/en-US\/firefox\/addon\/facebook-container\/\">Facebook Container<\/a>.)<\/p>\n<h2><b>Protecting our personal data <\/b><\/h2>\n<p>There\u2019s no panacea for solving this issue. But by acknowledging that the current data- and attention-driven internet model often clashes with our democratic values, we can start on the path to uncovering real solutions.<\/p>\n<p>(Another reading \/ watching suggestion: Mozilla\u2019s recent mini-doc on misinformation, which features interviews with leading journalists and political scientists. <a href=\"https:\/\/www.youtube.com\/watch?v=qldxyjEjjBQ&#038;t=129s\">Watch it here<\/a>.)<\/p>\n<p>I long for the simple days of walking to the voting booth with my mom.
