The new framework introduces a number of security and API improvements.\n<li> Google posted another call to the web to <a class=\"external text\" href=\"http:\/\/blog.chromium.org\/2013\/02\/using-webp-to-improve-speed.html\" rel=\"nofollow\">adopt its WebP image format<\/a>, saying that they were able to reduce image sizes by 30% on average in the Chrome Web Store\n<\/ul>\n<h4 class=\"mw-headline\" id=\"Microsoft\">Microsoft<\/h4>\n<ul>\n<li> Microsoft released <a class=\"external text\" href=\"http:\/\/blogs.msdn.com\/b\/ie\/archive\/2013\/02\/12\/february-2013-internet-explorer-updates.aspx\" rel=\"nofollow\">fixes for thirteen critical security vulnerabilities<\/a> in Internet Explorer 6, 7, 8, 9, and 10.\n<\/ul>\n<h4 class=\"mw-headline\" id=\"Opera\">Opera<\/h4>\n<ul>\n<li> Opera officially announced that they had 300 million users, and that all their browser products would be <a class=\"external text\" href=\"http:\/\/my.opera.com\/ODIN\/blog\/300-million-users-and-move-to-webkit\" rel=\"nofollow\">switching to the WebKit and V8 browser\/JavaScript engines<\/a>, saying that &#8220;instead of tying up resources duplicating what&#8217;s already implemented in WebKit, we can focus on innovation to make a better browser. &#8221;\n<\/ul>\n<h4 class=\"mw-headline\" id=\"W3C\">W3C<\/h4>\n<ul>\n<li> The W3C HTML working group <a class=\"external text\" href=\"http:\/\/lists.w3.org\/Archives\/Public\/public-html-admin\/2013Feb\/0122.html\" rel=\"nofollow\">announced that they would publish a first public working draft of the Encrypted Media Extensions<\/a> document, a proposal by Google and Netflix for browsers to support Digital Rights Management of various content types (e.g. video)\n<\/ul>\n<h3 class=\"mw-headline\" id=\"Mobile_2\">Mobile<\/h3>\n<ul>\n<li> Opera has a 1.75% share of overall Web traffic as counted by Net Applications and 9.8% on mobile through Opera Mini. StatsCounter puts Opera&#8217;s share of mobile browsing at 15.3%. The Norwegian company announced that it had reached 300 million users. 229 million of them are on mobile and most of them use Opera Mini, with only 21 million on Opera Mobile. Geographic coverage is concentrated in the emerging and developing regions of Latin America, Asia and Africa, with a presence also in Eastern and Central Europe.\n<\/ul>\n<ul>\n<li> The first Ubuntu phone might be coming in October. The company is primarily targeting the business environment with the devices, as a way of leveraging the existing large base of Ubuntu environments. The main concern with this approach is the rising trend in the developed markets for business users to choose their own devices, which adds requirements in terms of  consumer appeal.\n<\/ul>\n<ul>\n<li> Skype introduced the ability of calling emergency numbers via the phone app. Requests are re-directed to the native Dialer tool.\n<\/ul>\n<ul>\n<li> Windows Phone is introducing carrier exclusive features.
