{"id":128,"date":"2014-07-15T06:32:24","date_gmt":"2014-07-15T14:32:24","guid":{"rendered":"http:\/\/blog.mozilla.org\/netpolicy\/?p=128"},"modified":"2014-07-15T06:32:24","modified_gmt":"2014-07-15T14:32:24","slug":"mozilla-submits-comments-on-fcc-net-neutrality-proposal","status":"publish","type":"post","link":"https:\/\/blog.mozilla.org\/netpolicy\/2014\/07\/15\/mozilla-submits-comments-on-fcc-net-neutrality-proposal\/","title":{"rendered":"Mozilla Submits Comments on FCC Net Neutrality Proposal"},"content":{"rendered":"<p>Today, Mozilla is <a href=\"http:\/\/blog.mozilla.org\/netpolicy\/files\/2014\/07\/Mozilla-NN-Comments-July-2014.pdf\">filing comments<\/a> in response to the first of two major deadlines set out by the U.S. Federal Communications Commission (FCC) for its latest net neutrality proposal. The FCC describes these <a href=\"http:\/\/www.fcc.gov\/document\/protecting-and-promoting-open-internet-nprm\">rules<\/a> as a means of \u201cprotecting and promoting the open Internet,\u201d and we are encouraging the FCC to stay true to that ideal.<\/p>\n<p>The FCC\u2019s initial proposal offers weak rules, based on fragile \u201cTitle I\u201d authority. The proposal represents a significant departure from current law and precedent in this space by expanding on a new area of authority without establishing clear limits. This approach makes it likely that it will be overturned on appeal. <\/p>\n<p>Our comments, <a href=\"https:\/\/wiki.mozilla.org\/Netpolicy\/Net_neutrality#FCC_Petition\">like our earlier Petition<\/a>, urge the FCC to change course from its proposed path, and instead use its \u201cTitle II\u201d authority as a basis for real net neutrality protections. We recommended that the FCC modernize the agency\u2019s approach to how Internet Service Providers (ISPs) provide Internet access service. Specifically, we asked the agency to define ISPs\u2019 offerings to edge providers \u2013 companies like Dropbox and Netflix that offer valuable services to Internet users \u2013 as a separate service. We explained why such a service would need to fall under \u201cTitle II\u201d authority, and how in using that basis, the FCC can adopt effective and enforceable rules prohibiting blocking, discrimination, and paid prioritization online, to protect all users, both wired and wireless.<\/p>\n<p>In addition to reiterating support for Title II remote delivery classification, today\u2019s comments address some questions that arose about our initial proposal over the past two months, such as:<\/p>\n<p>\u2022\tHow the Mozilla petition addresses interconnection,<br \/>\n\u2022\tHow forbearance would work,<br \/>\n\u2022\tHow the services we describe can be \u201cservices\u201d without direct payment, and<br \/>\n\u2022\tHow the FCC can prohibit paid prioritization under Title II.<\/p>\n<p>Our comments also articulate our views on net neutrality rules:<\/p>\n<p>\u2022\tA clean rule prohibiting blocking is the most workable and sustainable approach, rather than complex level of service standards;<br \/>\n\u2022\tProhibiting unreasonable discrimination is more effective than weaker alternatives such as \u201ccommercially unreasonable practices\u201d;<br \/>\n\u2022\tPaid prioritization inherently degrades the open Internet; and<br \/>\n\u2022\tMobile access services should have the same protections as fixed.<\/p>\n<p>Mozilla will continue engaging closely with policymakers and stakeholders on this issue, and we encourage you to make your voice heard as well, before the next deadline for reply comments on September 10th.
