We&#8217;ve joined up with Twitter, Auttomattic, and Vimeo to provide recommendations on how the EU&#8217;s novel proposals can ensure a more thoughtful approach to addressing illegal and harmful content in the EU, in a way that tackles online harms while safeguarding smaller companies&#8217; ability to compete.<\/p>\n<p>As we note in our letter,<\/p>\n<blockquote>\n<p style=\"text-align: left;\"><em>&#8220;The present conversation is too often framed through the prism of content removal alone, where success is judged solely in terms of ever-more content removal in <\/em><em>ever-shorter periods of time. <\/em><\/p>\n<p style=\"text-align: left;\"><em>Without question, illegal content \u2013 including terrorist content and <\/em><em>child sexual abuse material \u2013 must be removed expeditiously. <\/em><em>Yet by limiting policy options to a solely stay up-come down binary, we forgo promising <\/em><em>alternatives that could better address the spread and impact of problematic content while <\/em><em>safeguarding rights and the potential for smaller companies to compete. <\/em><\/p>\n<p style=\"text-align: left;\"><em>Indeed, removing <\/em><em>content cannot be the sole paradigm of Internet policy, particularly when concerned with the <\/em><em>phenomenon of \u2018legal-but-harmful\u2019 content. Such an approach would benefit only the very <\/em><em>largest companies in our industry.<\/em><\/p>\n<p style=\"text-align: left;\"><em>We therefore encourage a content moderation discussion that emphasises the difference <\/em><em>between illegal and harmful content and highlights the potential of interventions that <\/em><em>address how content is surfaced and discovered.
